Why Is DMV So Careful About Identification?
The issue of identification (ID)�its reliability, integrity, confidentiality, etc.�is of prime concern to all citizens. The eligibility for government services, the issuance of various licenses, the assessment of taxes, the right to vote, etc., are all determined through evaluations based on identification documents.
It is critical that ID documents and systems be completely authenticated and accurate in order to positively and uniquely identify each individual. The California legislature has declared the California driver license and ID card as the primary identification documents in this state. California state law now requires that all applicants for an original California driver license or ID card submit proof of legal presence in the United States (U.S.) as authorized under federal law. This helps to safeguard the accuracy and integrity of departmental documents.
Requirements For An Original Driver License Or ID Card
� Your birth date verification/legal presence document.
� You must provide your Social Security number (SSN). Verification of your SSN is required to change an existing SSN on department records.
� Payment of the application fee. (Fees are quoted in the California Driver Handbook for an original Class C driver license or ID card and in the commercial Driver Handbook for all classes of commercial driver licenses.)
� Your thumb print.
� Your picture will be taken.
Your driver license or ID card will be mailed within 60 days after you complete your application.

Present one of these documents to complete your application for a driver license or ID card.

� Valid foreign passport with a valid Record of Arrival/ Departure (form 1-94)
� Certified order or judgment from a court of competent jurisdiction
� Certification from California Department of Corrections or California Youth Authority
� Employment Authorization Card
� Mexican Border Crossing Card with valid 1-94 (includes "Mica" + "Laser Visa" border crossing cards.
� "Processed for I-55 1" stamped in a valid foreign passport
� Permanent Resident Re-entry Permit
� Refugee Travel Document
� Valid 1-94 stamped "Refugee," "Parole or Parolee," "Asylee," or Section 207, Section 208, Section 209, Section 212d(5), HP or PIP
� Notice of Action (1-797 Approved Petition)
� Immigration judge�s order granting asylum
� Valid 1-94 with attached photo stamped "Temporary evidence of lawful admission for permanent residence"
* DMV accepts certified copies only. (certified copy is a document produced by the issuing jurisdiction which has an impressed seal or an original stamped impression.)
Changing Your Name
To change your name, bring in your old license or ID card. You will be required to provide an acceptable name change document (marriage or divorce certificates, adoption or name change documents), and pay $12 for a new driver license or $6 for a new ID card. Other name change documents may be acceptable. Please contact your local field office. Your old DL/ID card will not be returned to you. A new picture and thumb print will be taken.
Have You Moved?
If you move, please remember to give your new address to DMV within 10 days. Type or write your new address in ink on a small piece of paper. Sign and date it. Carry this piece of paper along with your license or ID card. Then telephone or write DMV giving your name, driver license number, old and new address and don�t forget to include any apartment number or mobile home space number. A vehicle registration change of address must be in writing and should include the license plate numbers of any vehicle you own. The mailing address is:
